The next stage of the survey is to appraise the record series identified
during the course of the inventory. Appraisal should be undertaken at two levels. At the first level a provisional evaluation and a recommended retention period for each re~ord series should be submitted to the ~7partment concerned to det7rmine how long it needs to retain each series for business purposes. Appraisal, at. this level is essentially a records management exercise. At the second level the archive function must determine which series have archival value, and thus should be considered for permanent preservation. It is, however, essential that an archivist should participate at the first level of appraisal, because retention decisions taken at this level on purely business grounds may jeopardize a decision on archival grounds. For example, a decision to destroy a series of files 5 years after they have been closed will effectively preclude archival review.

At the first level of appraisal the objective is to determine the administrative, legal, fiscal, and operational value and use of each record series, and to determine the length of time that these values and uses justify the cost of retaining them. Much of the information upon which these decisions are made will have been obtained in the course of the survey and recorded on the inventory forms, but questions which must be discussed with the department and with the archive function will inevitably arise, before disposal decisions can be finally agreed.
